Software developer and activist Rose Njeri has been charged with cybercrime offenses after creating a web platform designed to facilitate citizen feedback on Kenya’s 2025 Finance Bill. The Directorate of Criminal Investigations (DCI) alleges that her platform disrupted official parliamentary systems.


Allegations of System Interference

According to the DCI, Njeri knowingly developed and deployed a program hosted at https://civic-email.vercel.app/, which automatically generated and sent mass emails to Financecommiteena@parliament.go.ke, the official email system for Kenya’s parliamentary Finance Committee.

Authorities claim that these mass emails disrupted the committee’s operations. The charges also extend to alleged interference with systems used by the Clerk of the National Assembly.


Arrest and Detention

Njeri was arrested last Friday and detained at Pangani Police Station. On Tuesday morning, controversy arose when her whereabouts became unclear after she was reportedly transferred from the station before 7:30 a.m., prompting concerns from the Law Society of Kenya (LSK) and civil society groups.

Faith Odhiambo, President of the LSK, expressed concern over the irregular transfer, labeling it a violation of Njeri’s rights.


Civil Society Protests

In response to Njeri’s detention and subsequent transfer, activists and civil society groups held protests outside Milimani Law Courts, demanding her immediate arraignment. Amnesty Kenya also condemned her treatment, stating:

“Rose Njeri’s rights have been repeatedly violated over the last 88 hours, jeopardizing any chance of a fair trial.”


Presentation in Court

Njeri was eventually presented in court on Tuesday afternoon, where the prosecution outlined the charges against her. The case has sparked a broader debate about freedom of expression and the criminalization of technology-driven activism in Kenya.
