The charge sheet stated that Caroline Sabiri Manyange, a senior officer at IEBC, forged a master’s degree certificate. She appeared before the Nairobi Anti-Corruption Court on Monday.

Manyange allegedly forged a Master of Arts-Population Studies degree certificate purporting it was issued by the University of Nairobi on May 9, 2004. According to the Office of the Director of Public Prosecution-ODPP, the forgery is said to have been committed at an unknown place in Kenya.

She has four other charges, uttering a false document contrary to Section 353 of the Penal Code. According to Prosecuting Counsel Victor Onyiego, she presented the forged certificate to the IEBC’s Human Resources and Administration Committee on 4th April 2021. This was during the suitability test for appointment as Manager, Delimitation of Boundaries.

She knowingly and fraudulent presented a document that was fake, Onyiego informed the court adding that Manyange pretended that it was a true and proper certificate from the University of Nairobi.

ODPP said that on May 5, 2024, Manyange also gave false information to the Deputy Registrar of Examinations, University of Nairobi. It is said she applied for a letter to replace a lost certificate, falsely claiming to have a master’s degree from 2003.

She is also charged with another count of giving false information to the Officer in Charge of the Nyayo Police Post. She is accused of reporting on 6th May 2024 with false information, stating that she lost her university certificate.

Manyange pleaded not guilty to the charges before the Principal Magistrate Isabellah Barasa. The court released her on a cash bail of Ksh 200,000 or an alternative bond of Ksh 1 million.

The matter is fixed for mention on October 28, when pre-trial will begin.
