In a significant milestone for Kenya’s healthcare sector, Dr. Mercy Mwangangi, a seasoned public health expert, has been named the first Chief Executive Officer (CEO) of the Social Health Authority (SHA). The announcement was made by Health Cabinet Secretary Aden Duale on Friday.


A Trailblazer in Health Policy and Systems Strengthening
Dr. Mwangangi brings a wealth of experience to her new role. She previously served as the Chief Administrative Secretary (CAS) at the Ministry of Health and most recently held the position of Senior Health Systems Strengthening Director at AMREF Health Africa. At AMREF, she spearheaded critical initiatives in health financing, universal health coverage (UHC), and primary healthcare development across the African continent.
From a pool of 92 applicants, Dr. Mwangangi emerged as the top candidate after rigorous interviews involving 12 shortlisted candidates. Her track record in health policy reform, governance, and resource mobilization made her a standout choice.

In his statement, CS Duale highlighted Dr. Mwangangi’s expertise in health financing and policy as a major factor in her selection.
“Dr. Mwangangi, a health financing and policy expert with over 15 years of experience in UHC, institutional reform, and health systems strengthening, is a proven leader in governance, resource mobilization, and strategic partnerships. Her track record in driving policy transformation and financing reforms makes her well-suited to lead SHA into its next chapter,” read the statement.
Her appointment underscores her ability to lead SHA in addressing critical healthcare challenges and advancing the Authority’s vision of equitable and sustainable health services for all Kenyans.
