ODPP Orders Arrest Of Isiolo Governor

The Office of the Director of Public Prosecutions (ODPP) has directed the immediate arrest of Isiolo Governor Ibrahim Abdi Hassan, popularly known as Abdi Guyo, alongside seven other suspects.

In a statement released on Friday, September 5, 2025, the ODPP instructed the Directorate of Criminal Investigations (DCI) to apprehend the county boss and his associates to face charges of kidnapping with intent to cause grievous harm and robbery with violence.


Details Of The Incident

According to the ODPP, the charges stem from an incident on June 19, 2025, when the governor and his allies allegedly stormed a hotel in Machakos County. At the time, former Isiolo Chief Officer of Health, Abdirahaman Mohamed, was meeting with 15 Members of County Assembly (MCAs) who supported Governor Guyo’s impeachment.

Reports indicate that the group forcefully disarmed and attacked Abdirahaman, before kidnapping him. The victim was later blindfolded, assaulted, and abandoned in the Ruai Sewage area.

During the ordeal, Abdirahaman allegedly lost several personal belongings, including:

  • A licensed Glock pistol with 15 rounds of ammunition
  • An iPhone 16 smartphone
  • Ksh70,000 in cash
  • Other valuables

Investigations by the DCI uncovered CCTV footage placing Governor Guyo and the seven suspects at the crime scene, strengthening the case against them.


Political Tensions And Impeachment Saga

The arrest order comes amid heightened political battles in Isiolo. In June 2025, Sericho MCA Abubakar Godana tabled a motion to impeach Governor Guyo, citing abuse of office and financial mismanagement.

When the motion was debated, 16 out of 18 MCAs voted in favor of impeachment. However, legal challenges quickly followed. On June 27, the Meru High Court nullified the County Assembly’s impeachment proceedings, citing irregularities and active court orders blocking the process.

Subsequently, the matter reached the Senate, which upheld preliminary objections regarding the legality of the assembly’s sitting. The Senate terminated the impeachment proceedings, effectively reinstating Guyo at the time.


What Next?

With the latest directive from the ODPP, Governor Guyo now faces serious criminal charges in addition to his political troubles. If convicted, the charges of kidnapping and robbery with violence could carry severe penalties under Kenyan law.

The unfolding case is expected to intensify the political storm in Isiolo County, where MCAs and local leaders remain deeply divided over the governor’s leadership.
