

COMMISSION ON ADMINISTRATIVE JUSTICE NAMES OFFICIALS FOR NEGLIGENCE IN SHAKAHOLA MASSACRE, URGES FULL INVESTIGATION


The Commission on Administrative Justice has released names of individuals for accountability.
The list includes former Malindi Deputy County Commissioner Thu Ngugi. Senior Superintendent of Police Charles Kamau and Langobaya Assistant County Commissioner Daniel Ntausi have also been named.
On the list is Langobaya police station commander Chief Inspector Hassan Hamara. Chakama chief Raymond Mcharo and Sergeant Joseph Yator of the DCI are also on the list.
The CAJ investigation said negligence was present in the failure to prevent the Shakahola massacre.
Information about Paul Mackenzie’s criminal activities was forwarded to the duty bearers. That information reached Mcharo, Langobaya police station, and Ngugi’s committee between 2021 and 2023.
“However, the duty bearers in the above-mentioned offices and committees failed to take satisfactory actions,” the CAJ says.
Yet, as the CAJ report has noted, “minutes from divisional security and intelligence committee meetings show repeated concerns” about Mackenzie.
However, “concrete steps to address these concerns were lacking.” The conditions under which Mackenzie has been operating include luring his followers, convincing them to starve themselves in order to get a meeting with Jesus.
There are also reports of starvation and torture of children among the dead.
Some of the vices reported include holding malnourished children in Shakahola forest.
Sales of land to Mackenzie’s followers and suspicious settlement activities were also reported.
An increase and sudden drop of strangers was a further cause for alarm.
He has also served and demanded accountability from the Principal Secretary for National Security and the Inspector General of Police.
The CAJ is now calling upon the DCI to investigate the matter comprehensively.
“It was established that Mackenzie’s encroachment into Shakahola forest and illegal activities were reported in October 2021,” the report says. “Despite plans to visit Mackenzie’s farm, this never materialized.”
Ngugi did not follow up the matter and left it to Ntausi.
The matter was never escalated to the County security committee. Mackenzie has various charges in court over the killings.
