

President William Ruto said Sh106 billion is needed for police reforms in the country. This is informed by the recommendations of the Maraga taskforce.
Speaking during the launch in Lower Kabete, Ruto said, “We do appreciate the considerable financial implications of these changes.”
He further outlined the breakdown of the funds allocated, saying Sh22 billion would go to emolument for officers, Sh37 billion for hardware enhancement, and Sh45 billion for modernization of service.
“The National Treasury will avail some of the money,” Ruto added. “The rest shall be provided by the investors.” He called for accountability.
Ministries should liase with the National Steering Committee headed by Interior CS Kithure Kindiki.
“Whatever the bottlenecks then arise shall be resolved expeditiously,” Ruto said. The involvement of the public is paramount in policy formulation and constitutional amendments. NPS, KPS, and NYS to complete their plans in three months.
He announced, “We have procured 1,000 e-vehicles for police mobility.” Ruto also announced plans for 32,000 houses for security personnel. “Some officers live in conditions comparable to prisons. That cannot be the case.”
The committee will be headed by Interior PS Raymond Omollo, among other Principal Secretaries from different departments and key representatives.
“This committee will marshal resources and produce quarterly reports to boot,” he added.
Other members of the committee are the Solicitor General, the Inspector General of NPS, and the Commissioner of Kenya Prisons Service.
Ruto said, “The committee will monitor progress in carrying out these reforms in the next three years.”
He called for in-depth studies: “A detailed plan will be aligned with the recommendations of the task force.”
