The National Assembly has published a list of venues set aside for the public to attend participation forums in respect to the proposed impeachment of Deputy President Rigathi Gachagua.

This follows a motion tabled by Kibwezi West MP Mwengi Mutuse on Tuesday. The motion lists 11 reasons advanced for Gachagua’s removal, citing gross violations of the Constitution, misconduct and breaches of the Anti-Corruption and Economic Crimes Act, and the Leadership and Integrity Act.

Speaker of the National Assembly Moses Wetang’ula certified that the motion meets the threshold of 117 MPs required.

The motion was received by the clerk of the National Assembly on September 27. As many as 291 Members of Parliament have signed to support the motion for his impeachment.

The public participation exercise shall fall on this Friday, October 4, 2024, from 8 am to 5 pm in all 47 counties.

A notice by National Assembly Clerk Samuel Njoroge on Wednesday confirmed the details of the exercise.

“Notice is given to the public, in accordance with Article 118(1)(b) of the Constitution that the Clerk of the National Assembly invites the public to make oral and written submissions on the Special Motion for the removal from office by impeachment of H.E. Rigathi Gachagua, Deputy President of the Republic of Kenya,” reads part of the notice.

Any person may submit his or her views in writing either through letters to impeachment@parliament.go.ke. The clerk says the submissions shall be received up to Saturday, October 5, 2024, at 5 pm.

The Clerk further announced that a Public Views Template is provided on the parliamentary website and shall guide submissions. Copies of the Special Motion and relevant documents can also be downloaded on the site.

Speaker Wetang’ula said public participation played a critical role in the process of removal of elected officials.

“Public participation is an inherent ingredient in the process of removing an elected state officer,” said Wetang’ula.

To that effect, the Deputy President has a right to appear before the House on October 8, 2024, either in person or by way of legal representation during consideration of the motion.
