Speaker of the National Assembly Moses Wetang’ula has sternly criticized Deputy President Rigathi Gachagua for making utterances on his looming impeachment barely a day to the debate and voting in the Assembly.
Wetang’ula made his sentiments known on Tuesday, stating, “The Deputy President should have waited and aired his defense before this Assembly.”
Wetang’ula’s comment comes as Gachagua prepares to defend himself against 11 grounds for impeachment.
“Noting that the special motion is scheduled for debate today, I believe the Deputy President ought to have exercised restraint,” Wetang’ula added.
He observed that Gachagua’s engagement with the media was inappropriate in light of the circumstances.
Gachagua goes before the House at 5 PM today to make his case. Wetang’ula said, “It is commendable that the Deputy President has a chance to respond to the motion in adherence to the principles of natural justice.”
Citing the Standing Order No. 85, Wetang’ula noted that members of the House are not allowed to anticipate debates on motions of which notice has been given. “This Standing Order, when liberally interpreted, extends to non-members, especially those affected by such motions,” he said.
Wetang’ula guaranteed Gachagua a fair hearing. “I will accord the Deputy President and his representatives the opportunity to be heard for a maximum of two hours this evening,” he announced.
The Speaker described Gachagua’s action as “abhorrent in light of the proceedings scheduled to start in the House” and demanded that all members and affected parties respect the integrity of the parliamentary process.
