The National Transport and Safety Authority (NTSA) has issued new directives concerning the use of Kenya Dealer (KD) plates on unregistered vehicles.
The updated guidelines, based on the Traffic Act, Cap 403, aim to prevent misuse and ensure compliance with legal provisions.
Authorized Uses of KD Plates
NTSA has reiterated that KD plates can only be utilized under specific circumstances outlined in the Traffic Act. These situations ensure that the plates are used solely for legitimate business and regulatory purposes:
- Inspection, Examination, or Testing
KD plates are allowed when vehicles are being taken for mandatory inspections or tests and during their return journey after these procedures. - Transporting Vehicles for Shipment
Vehicles being moved from a dealer’s location to a railway station or port for shipment, or vice versa, can use KD plates legally. - Post-Construction Tests
Vehicles undergoing tests or trials after assembly, construction, or repair may operate using KD plates. - Test Drives for Potential Buyers
KD plates are permissible for test drives conducted by potential purchasers or for delivering the vehicle to a buyer’s intended storage location. - Weighing and Registration
Vehicles transported to a public weighbridge for weight verification or for registration purposes are authorized to use KD plates. - Dealer-to-Dealer Transfers
KD plates are valid for vehicles being transported between dealers, manufacturers, or to a purchaser. - Towing Broken-Down Vehicles
Vehicles being towed for repairs or storage after a breakdown can be moved using KD plates. - Bodywork, Painting, or Repairs
KD plates are applicable for vehicles being taken to workshops for body fitting, painting, or mechanical repairs. - Exhibitions
Vehicles displayed at motor exhibitions or transported to and from such events can legally use KD plates.
Penalties for Misusing KD Plates
NTSA has warned against the illegal use of KD plates, emphasizing that violators will face penalties. Law enforcement agencies have been directed to:
- Impound unregistered vehicles or those misusing KD plates.
- Take legal action against dealers or individuals found violating the regulations.

The NTSA’s tightened rules aim to enhance road safety and ensure that KD plates are used responsibly. Dealers and motorists are urged to familiarize themselves with these regulations to avoid punitive measures.
