President William Ruto has unveiled ambitious reforms to improve the welfare and working conditions of Kenya’s National Police Service (NPS).


Speaking at State House, Nairobi, during the launch of the National Police and State Department of Correctional Services Strategic Plans 2023–2027, the President detailed measures to upgrade police uniforms, transport, and housing.
Revamping Police Uniforms
President Ruto addressed longstanding concerns regarding police uniforms, emphasizing the importance of a design that fosters pride and motivation among officers.
“We will engage our policemen and women to ensure we have appropriate uniforms. This has been agreed upon, and the next step is to roll out kits that inspire our officers to perform their duties effectively,” he stated.
In past consultations, the National Police Service presented samples of proposed uniform designs, and the President’s commitment to finalizing this process signals a step forward in boosting morale within the force.
Improving Police Mobility
Highlighting the challenges caused by a shortage of vehicles, the President announced plans to strengthen police mobility by procuring 3,000 vehicles.
“We have committed to engage and procure the first 1,000 vehicles. Although the initial procurement process faced challenges, we are repeating it. By early next year, the first 1,000 vehicles will be delivered,” Ruto confirmed.
This initiative aims to enhance service delivery and improve the response capabilities of police stations nationwide.
Upgrading Police Housing
The President also showcased the government’s commitment to improving housing for police officers, many of whom face substandard living conditions.
Ruto announced that 582 housing units have been completed, with an additional 1,000 units under construction. He also unveiled plans to deliver 17,000 more housing units as part of the broader housing agenda.
“We aim to ensure that our police officers, who bear the sensitive responsibility of protecting citizens, operate in conditions that enhance their ability to serve effectively,” Ruto remarked.
The housing initiative will also benefit other uniformed services, including the military, prisons, and the National Youth Service (NYS).
Strengthening Security Forces
The launch of the 2023–2027 Strategic Plans underscores the government’s renewed focus on empowering Kenya’s security forces. By addressing key areas such as uniforms, transport, and housing, the administration aims to enhance the capacity, morale, and effectiveness of the police in maintaining law and order.
