Health Cabinet Secretary Aden Duale has issued a strong warning to corrupt officials within the Ministry of Health, vowing to root out those sabotaging efforts to implement the Social Health Authority (SHA) and Universal Health Coverage (UHC).


Speaking at Adams Arcade Mosque during Eid ul-Fitr celebrations, Duale stated that anyone found undermining SHA—whether by colluding with private hospitals or frustrating service delivery—would face immediate dismissal.
Duale’s Commitment to Fighting Corruption
The Health CS revealed that he had discussed his new role with President William Ruto, who gave him full authority to eliminate corruption and inefficiencies within the ministry.
“With the commitment of the President and my commitment, I want to assure Kenyans that universal healthcare is for all citizens,” said Duale.
He further warned those with personal interests in the ministry, urging them to either serve the public honestly or leave.
“If you are working for personal interest, then you have no space in Afya House,” he emphasized.
Challenges Facing the Social Health Authority (SHA)
Since its rollout nearly six months ago, SHA has faced several hurdles, including public skepticism and resistance from some healthcare providers. Reports indicate that:
- Some private hospitals are capping SHA benefits, limiting patient access to affordable treatment.
- Government workers have been accused of colluding with private hospitals, delaying payments and frustrating service delivery.
- SHA implementation has been slow, affecting its adoption across the country.
The Supreme Council of Kenya Muslims (SUPKEM) Chairperson Hassan Ole Nado called on Duale to act against hospitals that manipulate SHA benefits to favor cash payments over insurance-covered treatment.
“We have realized that hospitals are minimizing the cost of SHA. If someone seeks treatment through SHA, they reduce the money that can be used for the scheme,” said Ole Nado.
Mass Closure of Private Hospitals on the Horizon?
Duale also hinted that 60% of private clinics in residential areas may be shut down once SHA is fully implemented. He argued that most of these facilities were established through fraudulent dealings under the now-defunct National Health Insurance Fund (NHIF).
