In a decisive move to reinforce accountability within the National Youth Service (NYS), Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes Geoffrey Ruku has directed the immediate suspension of three senior NYS managers. This announcement was made during the handover ceremony of the NYS Council Chair at the agency’s headquarters in Ruaraka.

Restoring Integrity in Public Institutions

CS Ruku emphasized the importance of integrity and professionalism in public service, citing Articles 10 and 232 of the Kenyan Constitution as guiding principles.

“Public service must operate with integrity, accountability, and professionalism. Every officer has a duty to manage resources efficiently and transparently while ensuring fair and responsive service to all Kenyans,” he stated.

The suspension underscores the ministry’s commitment to safeguarding NYS, a taxpayer-funded institution, from exploitation.

“NYS is a vital institution for youth empowerment. We must protect it from individuals attempting to misuse its resources for personal gain,” Ruku added.


Accelerating NYS Commercialization

The CS urged the NYS Council to intensify efforts to commercialize the institution, aiming to bolster financial sustainability. He highlighted that commercialization would enable the government to meet its goal of recruiting and training 100,000 youth annually by 2027.

“Commercializing NYS operations will ensure financial independence and increase the number of young people trained each year. The ministry fully supports these efforts,” Ruku assured.


Legislative Reforms for Enhanced Collaboration

Looking forward, CS Ruku revealed plans to propose amendments to the NYS Act. The changes will facilitate partnerships between the Ministry of Public Service, the Ministry of Sports, and other relevant departments. These collaborations aim to provide additional opportunities for talented youth who may not directly join NYS programs.

“We will establish agreements to leverage existing sports and training facilities, ensuring other deserving young Kenyans benefit from our programs,” Ruku noted.


Leadership Transition at the NYS Council

The event also marked a significant leadership change, with outgoing Council Chair Lt. Gen. (Rtd) Njuki Mwaniki handing over to Lt. Gen. (Rtd) Adan Mulata. Mulata takes the helm after Mwaniki’s completion of two successful terms.
